be 動詞を seem to be にすると憶測になる

どうやらここは圏外らしい。
「どうやら S+V らしい」は、It seems that S+V の他にも、It appears that S+V、Apparently S+V などで表現できます。
後ろに that S+V と文章を続けるのではなく、代わりに名詞や形容詞を置くこともできます（seem を be 動詞の代わりにする。seems to be と同じ）。
It seems out of range here.
ちなみに、「ここは～だ」と言いたいときは、This (area) is ～ とします。 Here is ～ とすると、「ここに～があります。ハイどうぞ」という意味になってしまうので間違い。
